Knowledge Management Consultant, Global Index Insurance Facility (GIIF)
1. Background:
The International Finance Corporation (IFC), the private sector investment arm of the World Bank Group, pursues its mission of reducing poverty and improving people’s lives by promoting private sector development through investment and advisory services. The Global Index Insurance Facility (GIIF) is an innovative, IFC-led program that is expanding access to insurance against weather risks and natural disasters to tens of thousands of farmers, livestock herders, and others in Africa. Insurance providers in Africa rarely offer hazard insurance. Earthquake, flood, and hurricane victims often lose their homes or farms in an instant, recovering nothing unless they are fortunate enough to be part of a donor-funded disaster relief program. Likewise, droughts can wipe out farmers’ crops, destroying their livelihoods.
IFC, together with the World Bank, established the GIIF Trust Fund (GTF) in 2009. Index-based insurance pays out benefits on the basis of a parameter or a pre-assigned value for losses resulting from weather and catastrophic events. When one of those events is triggered, the insured party receives an insurance payment according to the pre-defined payment formula (parameter or index). For example, insurance will be paid out in the event of drought, defined as a result of less than an anticipated amount of rain. This innovative approach to insurance provision means that policyholders qualify for pay-outs as soon as the statistical indexes are triggered, without having to wait for claims to be settled in the traditional way. Insurance will also pay out if the index is triggered irrespective of the actual loss.
The European Commission is the primary donor to the initiative and has committed EUR 24.5 million to facilitate reaching the objectives of the facility. The GIIF Global Trust Fund (GTF) is also supported by Japan’s Ministry of Finance with an initial grant of US$2 million, and the Dutch Ministry of Foreign Affairs, which provided US$500,000 to establish the facility.
Objectives/Purpose of Assignment
The GIIF Program Management Unit, based in Johannesburg, South Africa, is looking for a short-term Knowledge Management Consultant, ideally based either in Johannesburg or Istanbul/Turkey, to help implement the Knowledge Management Strategy for the Program. He/she will report to the GIIF Program Manager.
2. Scope of Work
The Consultant will help support the implementation and evaluation of the Knowledge Management Strategy in line with IFC’s communications objectives and the development of a complementary Communications Strategy for the GIIF Program.
The main tasks will include:
Manage the population of data and the layout of the GIIF e-Collaborate platform – a password protected web platform that will network approximately 60 staff and project team members in a knowledge sharing and collaboration space
Develop a quarterly e-Newsletter that documents GIIF project progress and developments within the PMU that can be shared with GIIF’s Donors and can be distributed within IFC
Assist with the writing of case studies building on data and insights from GIIF project progress reports, interviews with GIIF project team members, and secondary research sources
Assist with the preparation of PowerPoint presentations that capture Program level progress
Assist with preparation of power points and flyers that document the Africa regional strategy and the Expansion strategy for the Program
Assist in organizing GIIF learning events, workshops and client meeting activities when needed
Identify opportunities for improving dialogue and outreach with internal colleagues in IFC and across the World Bank Group on GIIF activities and external project partners to strengthen project effectiveness and image
Write and/or oversee the preparation, production and dissemination of communication materials on key issues (press releases, PowerPoint presentations, brochures, Q&As, websites, speeches, briefing notes, etc.)
Ensure brand consistency with IFC’s corporate look and feel
Assist in the maintenance and improvement of the GIIF Program pages on the IFC website
Selection Criteria
Bachelors degree in Communications or other relevant degree plus 3 - 5 years of working experience in a related field.
Practical experience in full range of communications approaches, tools and methodologies essential to planning, executing, and monitoring communications strategies. Proven ability to plan and successfully implement a comprehensive communications program in support of defined objectives.
Ability to work independently and operate under pressure and tight deadlines with accuracy and professionalism
Excellent verbal and written communication, writing and presentational skills. Spoken and written fluency required in English. French is an advantage.
Proven conceptual, analytical skills, ability to identify issues, formulate options and make recommendations
Strong computer skills and comfort working with computer programs
Strong people skills and significant planning, organization and time management skills to function in a team and contribute towards the team’s common goal
Strong client focus with flexible and creative approach to problem solving. Sound judgment and ability to evaluate clients information needs, suggest innovative approaches and follow up on detailed implementation
Any additional language skills, especially French, are an advantage

Development and roll out of a quarterly e-Newsletter
Content addition and layout improvement of the GIIF e-Collaborate Platform
Launch and the maintenance of the GIIF e-Collaborate Platform
Power point presentations documenting the Program strategy and the Africa and expansion strategies
Project case studies
Project events/workshops targeted at project parties and external audience
Other communications documents as needed

5. Special Terms & Conditions / Specific Requirements
Maximum of a 150-day contract, working from the IFC office in Johannesburg (Istanbul is also an option)
Availability to start in March
