The Challenge


Thanks to an abundance of fertile soil, Ukraine has a long and rich history in the agricultural and food processing industries. Yet despite favorable natural resources, performance in the sector remains weak. Outdated food safety regulations and practices are limiting Ukraine’s potential in agribusiness by hindering exports and investment. Only an estimated 77 of the 20,000 food enterprises in Ukraine have implemented HACCP, the globally recognized food safety management system. Clearly food safety is an underestimated threat to the health of Ukraine’s citizens and to the competitiveness of one of its most important industries.


The IFC Approach


Provide advice to companies in upgrading their food systems

The project supports the implementation of food safety management systems at selected partner companies on a cost sharing basis. Advisory Services products include:

  • Diagnostic visits by IFC specialists to identify food safety gaps and opportunities
  • Detailed food safety audits or technical reviews by independent teams of consultants
  • Full-scale action plan and recommendations based on audit results
  • Advisory support during implementation and final evaluation and preparation for certification, if necessary

Improve public awareness on food safety issues
The objective of this component is to facilitate favorable conditions for Ukrainian enterprises to implement food safety management systems. This activity includes:

  • Conduct sectoral cost/benefit analyses
  • Develop good practice case studies of successful implementation of food safety management systems in Ukrainian enterprises
  • Conduct practical seminars for company owners, managers, and food safety specialists
  • Conduct regional training for journalists on food safety issues.

Harmonize Ukrainian food safety regulations with international best practices
To ensure state support for international best practices in Ukrainian enterprises, the project actively cooperates with the Government of Ukraine advising on food safety regulations. The project team conducts training workshops for state inspectors on practical aspects of food safety inspections according to international requirements and EU practice.

Expected Results

  • Increased awareness of internationally-accepted food safety systems (HACCP in particular) and compliance among processing companies
  • Facilitate increase in sales to client companies
  • Facilitate investment to client companies
  • Improved regulatory framework.
